Upgrade Cassandra to version 4.x

We are running Cassandra 3.11.13, in order to maintain the platform update and simplify future update we are plan to upgrade to version 4.1.3.

Cassandra 5 is already in beta, so probably the 4.1.3 will be the last from the 4th branch.
